China Trades 200 Million Green Certificates in Q1

The National Energy Administration (NEA) announced on April 17 that 174 million green certificates were issued in March, a year-on-year increase of more than ninefold. Of these, 144 million were tradable, accounting for 82.26% of the total, and were linked to some 70,700 renewable energy projects. By the end of March 2025, China had issued a cumulative total of 5.617 billion green certificates, including 3.835 billion tradable certificates.

From January to March, a total of 200 million green certificates were traded nationwide, with March alone accounting for 118 million. As of the end of March, total cumulative green certificate trades had reached 753 million.

In a move to accelerate the shift toward green energy consumption and boost demand for renewable electricity, the National Development and Reform Commission (NDRC) and other agencies issued a policy guideline in March. The document calls for the establishment of a dual-track green certificate consumption mechanism that combines mandatory and voluntary purchases. It also outlines measures to strengthen financial and fiscal support, including enhanced green credit policies. Additionally, it proposes incorporating green power consumption targets into the evaluation standards for green products and advancing government procurement policies that prioritize environmentally friendly goods.
