Concertina wire would be the term I'd start with, but I'm not sure how easy it will be to differentiate between the barbed and razor wire versions.

I'll add a preemptive "Yeah yeah, sure, just get razor wire" here for those who want me to transport razor wire all over the country for APC training events.  The answer is no.  

Preference is US made wire as pictured above, followed by foreign made from an allied country.

It comes in the larger coils and stiffer than normal barb.

If negative feedback is required - a solar powered energizer will get the "not ideal to touch" point across.

I was thinking the same thing. Respool it on a larger reel, and if it still wants to retain the smaller coil shape, maybe heat it with a torch until it takes a set to the larger spool size.

The outfit I worked with did lots of electric substations and cell towers, and they all got three rows of it around the top.

It had longer barbs than ag wire, but not quite concertina length.

Look at farm supply stores for gaucho, or other brand high tensile 4 pt barbed wire.

It is lighter weight but just as strong as the heavy 4 pt, but being high tensile it will probably keep the coil that you are looking for better.

But I am pretty sure since they were bought out they stopped making it.

They used to supply a lot of distributors.

Given this context, perhaps you may consider improvising obstacles created with regular wire? Tanglefoot, improvised knife rest obstacles and apron fences are options. Participants would gain knowledge in these different methods and have an understanding how to employ and the time it takes to emplace the obstacles.

The materials for these are available almost everywhere and are relatively inexpensive. Participants would be able to source in their local AO if needed.

IDK about cheapest or best, but I have considered a pallet from here. You will also need some tall stakes and regular wire to employ it ideally.

I ordered a roll from amazon. It was passable, but I would go with the stuff I linked.
